Mission: The council promotes, supervises, and administers the scouting programs of the national council through education, recreational and leadership development programs in jefferson, rock, walworth, winnebago, columbia, dane, iowa, richland, sauk and parts of adams, grant, and lafayette counties. It is the mission of the council to serve others by helping to instill values in young people and, in other ways, to prepare them to make ethical choices during lifetime in achieving their full potential. The values the council strives to instill are based on those found in the scout oath, scout law, scout motto, and scout slogan. The council is committed to helping the youth of today become the leaders of tomorrow.

Programs: The scouting for youth members program is designed to achieve objectives in character development, citizen training, and mental and physical fitness.
