Ever see an RV that is missing it's water heater cover? Ever wonder why? Well, the most common reason, particularly for old RV's, is that the manufacturer put a plastic catch on the cover, not a metal one. The catch is constantly exposed to UV and they deteriorate over time. Eventually, they fail and the spring that remains will push your WH cover out to be caught by the wind as your driving down the road. That's why this is the first thing that I replace on every camper I have ever owned. I haven't had to replace a WH cover yet, knock on wood! Why the WH manufacturer doesn't spend the extra $0.02 to supply them is a mystery!
