Mission: The Cowboy Capital Pet Assistance League, Inc. (C. C. P. A. L. ) is a no-kill, 501 (c) 3 non-profit organization serving all of central Texas. Our primary purpose is to provide safe, loving, permanent homes for the county strays & for those already in foster homes.
