Mission: Our mission is to provide accurate, reliable, research-based resources for anyone interested in learning more about or using ranked-choice voting.

Results: The Election Administration Resource Center, dba the Ranked Choice Voting Resource Center (RCVRC), is a 501(c)(3) nonprofit organization that provides information, research, and tools to teach the public about ranked-choice voting (RCV). With decades of election administration experience and experience overseeing RCV elections at the statewide, municipal, and district levels, our team has focused on expanding the resources and information available regarding the administration of and education about this voting method. The work of the RCVRC covers all manner of RCV topics, from determining winners in an RCV election to auditing that election, in an accessible and actionable way. We have provided testimony on RCV in dozens of cities, counties, and states and advised on multiple RCV implementations, and based upon our experiences conducting ranked-choice voting elections at all levels of government. Our outreach such as our website, webinars, and podcasts as well as our overall project are nationally recognized as the premier RCV resource for voters, election administrators, policymakers, and candidates.

Programs: Programs of RCVRCUniversal Ranked Choice Voting TabulatorFree open-source software that uses cast vote records for vote tabulationsUsed for RCV election tabulation or as an audit tool for elections. Working with all states, voting systems vendors, advocates to utilize this tool for election benefit. Meets certification standards. Working to continue improving the software for multiple uses and user support. Utilize the visualizer tool to help jurisdictions/voters/stakeholders understand the round by round voting tabulation with RCV. State RCV Assessment ProjectComprehensive state by state RCV readiness reports. Initial project target date: Fall 2020Updates on a two year cycle. . Ranked Choice Voting as a part of the Federal Voting Systems Standards InitiativeRCVRC Staff participation in the working group for the next version of Voluntary Voting Systems Guidelines (VVSG), federal standards for voting systems. Impacts will include: all certified systems vendors to update RCV tabulation in line with new standards. Voters & Ranked Choice Voting InitiativeBridge the gap between advocates and the legislative and implementation process and systematically work to eliminate barriers to RCV. Work with voting system vendors on RCV implementation factors such as ballot design, results presentation, usability testing, and tabulation of single-winner and multi-winner RCV. Partner with jurisdictions to implement best practices, such as ballot design, voter education, exit polling, auditing practices, etc. Partner with other nonprofits for research regarding voter use of RCV, including voters with disabilities, UOCAVA (overseas & military) voters, and voters of diverse racial, ethnic, and socioeconomic backgrounds. Assist non-governmental organizations that wish to use RCV to implement best practices. May include but not limited to: universities, cooperatives, membership organizations, unions, etc. Develop toolkits that can be used to implement these types of elections. Work in cooperation with advocacy groups and governmental agencies to identify the readiness/necessity of RCV implementation in various jurisdictions. State assessments for all states and territories. Eventual expansion to municipalities and other smaller jurisdictions. Work with voting rights groups to assess readiness for RCV implementation/RCV as a voting rights remedyEducation and Resource Source for Ranked Choice VotingCreate, maintain, and update a user-friendly website for use by voters, policymakers, administrators, and advocates. Create a one-stop resource for RCV for voters, policymakers, administrators, grassroots groups, advocates, and other stakeholders. Conference/symposium, podcast, and webinar educational opportunities. Provide expert testimony, analysis, and legal review for jurisdictions interested in implementing RCV to be utilized in all situations, including situations that require immediate response--such as: fast-moving legislation, hearings, resolutions, and expedited court cases. Provide a Model Implementation Guide for administrators to use when adopting RCV. Participate in local, state, and national conferences and forums. Education/resources to help remove the barriers to implementation of RCV. Create national certification/courses to certify administrators in RCV administration.
