National 4-H Council works to advance the 4-H youth development movement to build a world in which youth and adults learn, grow, and work together as catalysts for positive change. National 4-H Council is the private-sector, nonprofit partner of 4-H Headquarters located at the United States Department of Agriculture (USDA). 4-H programs are implemented by the 106 Land Grant Universities and the Cooperative Extension System through their 3,100 local extension offices across the country. National 4-H Council provides grants, establishes programs/initiatives, designs and publishes curriculum and reference materials, and creates linkages fostering innovation and shared learning to advance the 4-H youth development movement for 6 million youth.

National 4-H Council is a 501(c)(3) organization, with an IRS ruling year of 1976, and donations are tax-deductible.
