I guess the quality is what you would expect for the price paid. I ordered this for my son last Halloween and it does include the Cape and mask. Cape is thin polyester like material and mask is plastic

The costume is of good quality. My son has been wearing it constantly for the past few months and there aren't any issues with it. The Velcro straps, which have worn out on other batman masks we've bought (yes, there have been multiple) have continued to work well. I would highly recommend it.
