The solution is to hammer the pin on the open end so that it creates a flat surface. To do so, push the pin through oar oar lock horn and the oar and then place the bottom of the oar lock flat on a hard surface (the end with the panhead pin) and hammer the opposite end of the pin lightly (the end where the ring or clip should go). The only issue with this is that you cannot remove it once installed.
