It's colored electrical style tape. I use it as hand gripping for my sons Taekwondo Bo staffs, but have also used it as electrical tape and works well. I like that it comes in different colors and isn't very expensive.

My old tape died - would not stick anymore. This has a good adhesive and color codes my wires perfectly.
